Why do you need a hidden SSID with WPA-PSK? Hidden SSIDs are a
proprietary extension of the standard and they have number of known
interoperability issues. They do not add any security and especially
with WPA-PSK, I don't really see any point in this type of
configuration.

Many devices do not support such configuration. I've never tested this
with RTL8188eu, so cannot comment on that specific combination. Anyway,
this works in mac80211_hwsim test cases and there are no known hostapd
issues in this area.
