That patch seems to break hostapd for number of hwsim test cases, e.g.,
ap_vlan_wpa2_radius. The hostapd process seems to end up in some kind of
busy loop when processing Access-Accept and that makes it very difficult
to run any hwsim testing.

I did some cleanup while reviewing these, so please use the updated
versions here as the starting point for any possible resubmission:

I also included an example hwsim test case run from a case where the
hostapd process hit that busy loop and needed to be forcefully
terminated.

I could not really review and test these sufficiently due to that issue,
so I'm dropping the patch set for now and will considered taking a new
look once there is a version available with that busy loop fixed.
