Hostapd does not contact radius server

An Android 5.1 and another 4.4 phone.
Both work with "require_ht=1" when using WPA-PSK.
Both also work in HT after successful association when using WPA-EAP.

I'm not a networking expert. Could you give me a hint
how is it preferred to be done?

Is "hostapd -dd" sufficient?
