What is user action ? Is that country code settings or anything else ?
Issue :
A 11ac card came up with wlan0. Linux kernel 3.18 and ath10 were used.
The country code is set, say US.
If 11ac card can find APs beaconing in the channels 5180 MHz [36], 5200 MHz [40], 5220 MHz [44], 5240 MHz [48] during its scanning using iw tool. The NO IR will get eliminated regulatory domain setting and it can start as 11ac AP with 80MHz.
Assume, an isolated area, where there is no AP with 5GHz near vicinity. In that case, it cannot start the network.

I think there are 2 ways by which regulatory gets updated- one is via user action(ie iw) or other one being update via scan where country IE is found in scan response.Driver actually should be updating regulatory as well, if I am correct, during load time.Can you please send email to linux-wireless and describe your problem?

Thanks for quick response.
Linux 3.18 and ath10k are in use.
No other configuration has been done at application application level. With iw tool, the just the configuration gets verified.
Is this driver constrained to work in this way ? Is it possible to remove it, if it is constrained ?
