Ahh, I mis-read the example...this seems to work:

osu_server_uri=https://osu-client.ben-ota-2.lanforge.local/hs20/spp.php/signup?realm=ben-ota-2.lanforge.local

(It still fails, but fails differently now, probably more self inflicted issues.
