Hostapd and MCS rates

There is no hostapd configuration parameter for this currently. That
said, I would have expected the iw command to set the TX rate masks
would have worked if issued while the AP is running. If that does not
work with the driver you are using, hostapd may not be able to do much
more even if a new configuration option were added for this.
