This does not seem to be sufficient:

wpa_supplicant$ make libwpa_ctrl.so
...
/usr/bin/ld: ../src/common/wpa_ctrl.o: relocation R_X86_64_32 against `.rodata.str1.1' can not be used when making a shared object; recompile with -fPIC
../src/common/wpa_ctrl.o: error adding symbols: Bad value
