What determines 3x3 v/s 2x2 in hostapd?

When I set the chainmask to 2x2 on ath10k NIC, with hostapd running
on this NIC, the station on another machine still reports the AP as
being 3x3 according to scan results.

Maybe hostapd is looking at the available instead of
configured chains?

Anyone know where the code that makes this decision lives?
