Hostapd and WiFi Offloading

Hello All,

I have a requirement pertaining to implementing a Hotspot that shall be compliant with 3G data offloading to this hotspot.

Is there a role for the hotspot other than authenticating the UE ? Where can I find requirements for a wifi hotspot pertaining to the data offloading?
