Reference hostapd.conf is missing sample for subscr_remediation

This is for RADIUS server side and not for Hotspot 2.0 AP functionality.
It is not documented since it is not really of much use in its current
form, i.e., it would require OSU server implementation to manage the
subscription remediation requests and no such implementation is in the
repository.
