Something like adding an optional flags parameter to
NL80211_CMD_START_SCHED_SCAN, in addition to adding another flag to
the NL80211_ATTR_SCAN_FLAGS (already used in NL80211_CMD_TRIGGER_SCAN)
would probably be all that would have to change from an API point of
view.
