I don't think it makes much of a difference here. The authoritative
source of SMI network management private enterprise codes is the IANA
registry here:
http://www.iana.org/assignments/enterprise-numbers/enterprise-numbers
This registry uses decimal values for the vendor ids. Sure, some of the
WFA specifications use the hexadecimal version of this, but I'd rather
go with the IANA allocation.
(And this is all really quite theoretical.. We could even include both
values with one of them as the comment if that makes it easier to
understand which value is used here. None of this has any difference for
the actual behavior.)
