[PATCH 1/5] TDLS: add channel-switch capability flag

Extend the flags variable to 64bit for both hostapd and wpa_supplicant
for this purpose. The 32 bit space is out.
Propagate a driver TDLS channel-switch support bit from nl80211 to
TDLS code.
