802.11n Security Roadmap Implementation: requirements after 1/1/2014

I was going through 802.11n requirements after 1/1/2014, I've pasted the
same. My query is mentioned after 11n Security requirements.

Query:
Does this mean that after Jan'14 if my STA does WPS with an AP that
supports WPA Only (legacy AP), then WPS should configure my STA to mixed
mode and not WPA mode?
