Oh my bad, I assumed you were working on Linux. mac80211_hwsim is a
Linux Kernel module, so it can't exist on Windows ad the nl80211
driver is linux specific.

I don't know what you could do on Windows, sorry. Maybe somebody else
has more experience in this sense.
