Roaming to same BSSID as currently associated behaviour.

When wpa_cli asks to roam to a BSSID, if the station is currently
associated with that BSSID it disconnects, scans, and re-associates.

Should it perhaps instead just do nothing if it is already associated
to the BSSID that was requested in the roam command?
