hostapd Termination Issue - Intf mode NOT restored!

Well, whether that is unwanted or not depends a bit on the case..
Anyway, it sounds justifiable to leave the interface in its initial
state if it was ready for AP mode operations. I changed hostapd to do
that and also leave the interface up for that matter if that was the
state in which the interface was at the time hostapd was started.
