We could put it in for a later version (3.x?), as far as I can see,
most systems are still on 1.x. As long as the /run directory exists, I
expect breakage to be minor.

It is unclear to me what constitutes a 'new' system. Any that has
/run? I think it is best not to over-complicate things and either take
the patch more or less like this, or leave it until the foundation
makes a move (if ever).
I assembled the patch mainly to see how deep integration goes. In
fact, I am not extremely bothered by the issue on a day-to-day basis.
The reason I submitted it is mainly to start the discussion. Perhaps
some feel strongly in favor of it.
