If you are talking about multiple hostapd processes then that comment
above about this not being supporting applies. If you are talking about
a single hostapd process, there is no need to do this. In other words,
it either works without any additional steps or the scenario you are
thinking of is not supported by the current (very minimal)
implementation of OKC support in hostapd. In other words, this
functionality to clone PMKSA cache entries to other hostapd processes
would need to be added.
