I'm assuming you are referring to use of status code 16 (auth timeout)
and 17 (AP unable to handle new STA) in Authentication and
(Re)Association Response frames. These are handled like other
association failures, i.e., with the temporary blacklist mechanism that
makes wpa_supplicant try other BSSes first. In other words, yes, I would
expect the current behavior to work with this type of load-sharing
mechanisms.
