HOSTAPD not authenticating with windows7

The debug log seems to indicate that the station does not try to
associate. My first assumption would be that something is going wrong
between the RT3070 device/driver and the station and as such, this would
require checking what the driver is doing or at least a wireless capture
log showing the frames exchanged between the AP and the station.
