authenticator does not reply

hi friends
i have a problem, can you please help me :
i
have an authenticator with linux OS and hostapd , and a radius server
and also a pc as the supplicant and this is my configuration for
hostapd :

interface=eth0
driver=wired

dump_file=/tmp/hostapd.dump
ctrl_interface=/var/run/hostapd

own_ip_addr = 192.168.0.40

auth_server_addr =192.168.0.23
auth_server_port =1812
auth_server_shared_secret = secret

acct_server_addr =192.168.0.23
acct_server_port =1813
acct_server_shared_secret = secret 

so,
here is the problem, the eapol-start is sent to the authenticator from
supplicant but there is no answer to that message from authenticator.
and radius messages also transfer between authenticator and server. so
the problem is only connection between supplicant and authenticator.
is my configuration file correct ??
im doing this on wired network ...
