How to share rfkill file descriptor between stations on same phy?

I'm looking into decreasing duplicated file-descriptors in
the netlink driver again.  Currently, every virtual station has
an rfkill data structure, but it seems to me that really
we only need one per phy.

Does that seem like a valid assumption?

Any suggestions on how to go about doing this?
