How to use eapol_test for running EAP-Peer and Radius Client on separate machines

Hi again,
Actually I want to use TCP to mimic the concept of WISPr (which use HTTP).
SO I want to use TCP interface between EAP-Peer and Radius Client
/AP/EAP-Server. In eapol_test, underneath it is using EAPOL between EAP
Peer and Radius Client (if I understand the code functionality, although
EAP-Peer is used with the direct function calls), right?
