Yes, there is a broken link on
http://hostap.epitest.fi/hostapd/devel/

You probably want this document:
http://w1.fi/wpa_supplicant/wpa_supplicant-devel.pdf

It has a section about hostapd.  I believe it's the same document that
was meant to be linked as hostap-devel.pdf.

You can also try generating the documentation by running make in the
doc directory of the hostapd sources.  It didn't work for me (some tex
errors), but I didn't try hard.
