If I set the AP to mode WPA-personal (meaning PSK :-( ) instead of
WPA2-personal, then the connection works fine.

ssid=scoobly
id=0
pairwise_cipher=TKIP
group_cipher=TKIP
key_mgmt=WPA-PSK
wpa_state=COMPLETED
ip_address=192.168.217.100
STYX# ping 192.168.217.1
PING 192.168.217.1 (192.168.217.1): 56 data bytes
64 bytes from 192.168.217.1: seq=0 ttl=64 time=5.052 ms
64 bytes from 192.168.217.1: seq=1 ttl=64 time=2.396 ms
64 bytes from 192.168.217.1: seq=2 ttl=64 time=2.424 ms
there must be a glitch somewhere in either the AP's or wpasupplicants
WPA2 code. I can see in WPA2 that the association is renegotiated often.
cheers
Erich
