wpa_supplicant times out; no RX EAPOL

It looks like there is no sign of the received EAPOL frame in
wpa_supplicant debug log.. In other words, I would take a look at what
the driver is doing with it. wpa_supplicant cannot really do much if the
received frame is not delivered to it.
