Periodic scans from wpa supplicant (ap_scan=1)

If ap_scan=1, then the supplicant only scans when it's disconnected and
looking for an AP to connect to, and thus does not disrupt control/data
frames.  The background scanning stuff was only added in 0.7.x.  Are you
running something like NetworkManager, wicd, etc?
