about the openssl in the EAP-FAST

That OpenSSL version does not include functionality needed for EAP-FAST.
You will either need to patch that version (see patches/openssl*.patch
in hostapd/wpa_supplicant) and build it or alternatively, update to
OpenSSL 1.0.0.
