This seems to indicate that you have configured hostapd to use VLAN
interfaces and what exactly happens there depends on the configuration
you used. Please also look at debug information (-dd on command line) to
see more detail information on the steps used here. I was unable to
reproduce this issue, but since I do not know your configuration, I may
have been testing with a completely different way of using VLANs.
