I see no description of a "candidate" except as something that
bgscan_learn decides.  If you want a list of bss that might be worth
roaming to then you can get that from the bss table directly and not
limit the functionality to bgscan_learn.  In general bgscan
functionality should maintain a "scan cache" that describes bss in
range of the sta.
