WPA supplicant work as registar

Hi,
   I read WPA supplicant 0.8.x README-WPS, and it said "The current version
of wpa_supplicant does not support operation as an external WLAN Management
Registrar for adding new client devices or configuring the AP over UPnP", so
could you tell me that if WPA supplicant 0.8.x is able to work as an
internal registar or external registar, please? And when can we use WPA
supplicant as internal registrar or external registrar?
