I note that we will still need to figure out the runtime selection of
P2P vs. non-P2P use for couple of things (at least use of 11b rates;
like something else, too) which was brought up in the earlier email
thread on this patch. Anyway, this change should go in as the issue of
selecting P2P based on build option was there already.
