[PATCH] Change executable permissions for Android

Thanks, applied. Though, please note that os_program_init() is is used
with any program build from hostap.git, so it may not be the best place
for this type of change unless this is really supposed to apply to both
wpa_supplicant and wpa_cli (which, I would assume, are the only programs
used currently and wpa_cli only in debug builds?).
