Initial testing shows that this patch is a big help.  I had no problem getting
128 stations to associate.  Traffic is running better too..probably
because interfaces are not constantly re-associating & re-authenticating.

Jouni:  I can get a pkt capture of my 128 stations test with and without
this patch if you'd like to see it..but it is likely going to be hell
to understand it all.  (I can provide supplicant and hostap logs too,
and even remote ssh access if you are feeling brave :))
