I think if you check you will see that the interface isn't up?  Issuing
"ifconfig wlan0 up" and now wpa_supplicant works fine?

There are various workarounds, but I guess it would be interesting to
hear from a wpa_supplicant maintainer if it's in the job description to
bring up the wlan interface?  Certainly would be nice?
