Single (hostap) node on an ad-hoc network never receives ARP requests

it only has a single interface, the wlan link. However i tried listening on all 
interfaces, but still can't see any packet.

I also tried cheating to get udp broadcast: I manually set a correspondence 
between a fake ip address and the broadcast MAC address with

$ arp -s 192.168.0.33 ff:ff:ff:ff:ff:ff

and tried communicating with that ip, but no luck.
