It looks like something else in the system is using ndisuio (170 =
ERROR_BUSY) and because of that, wpa_supplicant cannot use it to control
the interface. You might be able to use WinPcap with this device (i.e.,
do not define CONFIG_USE_NDISUIO for the build).
