This may result in mismatches in country code if D-Bus is used to change
this value. Please note that wpa_s->conf->country is used in P2P code
and could be extended to other purposes, too, I'd guess. At minimum, the
D-Bus setter function would need to make sure that wpa_s->conf->country
gets updated.
