I think we should let the kernel regulatory code decide on which regulatory
domain to eventually use, be it for building beacons or not.
This codes only sends a user regulatory hint. If that conflicts with an EEPROM
based setting or (in the STA case) with a connected AP country IE, the kernel
cfg80211 layer should decide which one to pick (if the intersection is empty,
I suppose).
