[PATCH] roaming: start a scan if the SNR is below customized threshold

Actually, both patches should have been marked with [WIP], not 
with [PATCH].

They are not ready for inclusion, e.g. because of 
wpa_printf(MSG_ERROR --- which I use for debugging.

Also, for the first patch I'll create a get_snr patch for nl80211 
driver as soons as wireless-testing + wpa_supplicant/nl80211 
finally also runs with a static wep key.
