bgscan simple

Ho Joini !

I like the direction of the bgscan_simple.c thingy. I just wrote
something similar:

a) a get_snr() function for driver_XXXX()
b) a roamd.c that checks every n seconds (configurable,
   default off) for the SNR of the current connection
c) if the SNR is below a threshhold (again configurable)
   a scan is done via wpa_supplicant_req_scan()

This was all that I needed to make the wpa_supplicant
roam nicely, but stay connected to some AP if things were fine.
