wpa_supplicant: how to inform AP of Sleep Mode

wpa_supplicant does not control scanning at that level. You need to take
a look at the driver (or 802.11 networking stack like mac80211) for this
type of functionality. For example, mac80211 already does this
automatically when scanning.
