Which version of wpa_supplicant are you using? Are you using OpenSSL
(which version)? Have you tried with the internal TLS implementation?
Which version of the AP software (IOS) are you using?

Could you please send debug log from wpa_supplicant and the
authentication server? It would also be useful to get a capture log
(e.g., from wireshark) showing the EAP messages.
