Yes, I think they should be identical.
Can you send full debug message of hostapd and wpa_supplicant ?
Or can you try Debian sid + linux-2.6.31-rc1 + newest hostapd on GIT ?
I could build AP with this set on 2009/6/29.
I'm using NEC WL300NC-G(similar type number of your card, but defferent chipset).
