Accounting is started, but the actual RADIUS Accounting message is not
sent if you have not configured a RADIUS Accounting server. hostapd
0.7.x adds a build time option that can be used to remove the accounting
code completely (CONFIG_NO_ACCOUNTING=y) if you want to reduce binary
size.
