When using hostapd only as a RADIUS server (i.e., not controlling a
wireless AP in the same host), you will need to change the driver
wrapper to 'none' (if using hostapd 0.6.x or newer) or 'test' (in older
versions), by adding following line into hostapd.conf:

driver=none
