[PATCH 0/2] Improve initial scan behavior

These two patches speed up getting scan results to clients. Using
NetworkManager, they shave at least 9 seconds from the initial request
to scan until association begins. This is because they avoid triggering
delays in each as both wpa_supplicant and NM have special cases for
handling the initial scan request vs. subsequent requests.
