If the wpa_supplicant has established a connection with an?AP and that?connection is lost, will wpa_supplicant repeat the steps required to establish the connection on its own, or must it be instructed to do so by an outside entity?
?
Is there any supporting document which talks about this?

Yeah It will do the re-association provided that particular Network is 
enabled...
