My wpa_supplicant is built by Gentoo.  Both versions 0.5.7 and 0.6.4
have a "gnutls" USE-flag, and as far as I know I had it enabled for both
builds.  Regardless, your suggestion to switch from GnuTLS to OpenSSL
fixed the problem.
